2015-2016 Oregon English Language Learner Report

HB3499EL Outcome Improvement:

House Bill 3499 was adopted by the 2015 Legislature as a comprehensive approach to improving educational opportunities for students who are English Language Learners (ELL). The bill directs the Oregon Department of Education (ODE) to identify districts for interventions and to provide technical assistance. ODE to identify two types of school districts:

  • Transformation Districts – 15 districts to receive interventions and targeted assistance.
  • Target Districts – 25 districts to receive only targeted assistance.
