What is OSAS?
In the 2014-15 school year, Oregon joined twelve other states to use the Smarter Balanced Assessment tests for their mandatory state assessments. These standardized tests assess how well students are mastering content in key subject areas aligned to the Common Core State Standards in English Language Arts, math, and science. These assessments are referred to as OSAS (Oregon Statewide Assessment System) tests.

What does it measure?
- The OSAS language arts assessment measures how well students have mastered English language arts skills, including reading, writing, and critical thinking.
- The OSAS mathematics assessment measures how well students have mastered math skills and concepts.
- The OSAS science assessment measures how well students have mastered science skills and concepts.

Oregon’s Statewide Assessment System (OSAS) currently includes summative assessments administered annually by subject matter and grade. Pursuant to federal and state accountability requirements, Oregon public schools test students in English language arts and math in grades 3 through 8 & 11 and science in grades 5, 8, & 11. Additional required assessments include an English language proficiency assessment for English learners (ELs) and the Oregon Extended Assessment for students with significant cognitive disabilities. These summative assessments used for accountability are customized for the needs of Oregon students; test development for these assessments has included Oregon teachers in all feasible aspects (e.g., item development, scoring rubric validation, standard setting).
Annual Notice for Oregon’s Statewide Assessments:

Results from statewide summative assessment are used to make decisions about resource allocation and state educational priorities for groups of students. Assessment data are also used to identify and remedy inequities in the educational system. Finally, states are required to annually report student participation and performance in the areas of mathematics and reading, and on student participation in the area of science to the U.S. Department of Education as part of the federal educational accountability system.

Opt-Out Application
Oregon law (ORS 329.479) permits parents and adult students to annually opt-out of Oregon’s statewide summative tests in English Language Arts and Math by submitting a form to the school the student attends. Schools will provide parents with the opt-out form at least 30 days prior to the start of testing.
